Action Cellular Rent-a-Phone has set up offices in Caracas and Puerto La Cruz. Since 1991, the firm’s local operations have been run by Carlos Blaumann; Action Cellular says that it has provided rental phones for numerous foreign dignitaries to Venezuela, including President Clinton and Pope John Paul II.
